Education Development Consult to Develop Comprehensive Sexuality Education Toolkit for Primary Schools in Rwanda

Education Development Consult (EDC) is honored to have been awarded a major contract by the United Nations Population Fund (UNFPA) to design and develop an age-appropriate, structured, and user-friendly Comprehensive Sexuality Education (CSE) toolkit for primary school teachers and students in Rwanda.

This milestone builds on Rwanda’s long-standing commitment to integrating CSE into its competence-based curriculum, a process that began in 2015 following the 2013 East and Southern Africa Ministerial Commitment. The goal has always been clear: to equip children and young people with the knowledge, skills, and values needed to make responsible decisions about their sexual and social relationships.



Why a New Toolkit?

While Rwanda has made remarkable progress—including training over 10,000 teachers and producing reference materials—gaps still remain. Current resources lack:

  • Structured, age-appropriate guidance.

  • Differentiated content by education level.

  • Detailed teaching aids for classroom delivery.

These challenges have limited the effectiveness of CSE instruction in schools. The new toolkit, therefore, will bridge these gaps and provide a comprehensive, contextualized, and practical resource for teachers and learners alike.


A Collaborative Approach

To ensure inclusivity and relevance, EDC, in partnership with the Rwanda Basic Education Board (REB) and participating UN agencies under the 2gether 4 SRHR initiative, convened a five-day national consultative workshop from September 29th, 2025, in Musanze District.

This workshop brought together national stakeholders—educators, curriculum experts, policymakers, and civil society representatives—in a collaborative process to design a toolkit that is both practical and reflective of Rwanda’s educational and cultural realities.


Our Commitment

  • Strengthen teachers’ confidence and capacity to deliver CSE.

  • Provide engaging, age-appropriate materials for learners.

  • Support Rwanda’s broader educational vision of nurturing responsible, informed, and empowered citizens.
